Torino Smart City

Turin becomes intelligent. Turin become smart

A smart city, in which the quality of life improves with the ability to promote a clean and sustainable mobility, reducing the  energy consumption, producing high technology, offering culture, be accessible. These are the objectives that the city  is given  within the  Torino Smart City Project.

The beating heart of Turin Smart City are the # 5 sectors vital for making  Turin a role model both smart and inclusive, the smart city of the future

This  # 5 areas of focus: inorder to improve and highlight the intelligence of smart cities, identified thanks to a fast and shared planning work that allowed us to identify sustainable solutions and replicable.

The work planning , organized into teams focused and managed in a clear and decided way , with the participation of individuals with extensive experience and value: local authorities, universities, polytechnic, centers of excellence and research, businesses, foundations and associations.


The City of Turin, accepting the challenge launched by the European Commission in 2011 with the initiative Smart Cities & Communities, is prospecting  to become a “smart city”, a city that, while respecting the environment, must be able to produce high technology, reduce energy consumption in buildings, promote clean transport and generally improve the quality of life of its inhabitants in the name of the low carbon dioxide emissions.

A smart city is able to spend less and better without lowering the quantity and quality of services provided to citizens and businesses.

Invests in innovation to consume and pollute less.

Supports the mobility of citizens with an effective transport network that does not impact on  environment and reduces the need for private car .

Extends  the rights of  active citizenship with full access to public services and  information, drawing on the opportunities offered by the computerization of the help desks.

Turin Smart City wants to beall of it: a new model of development , both social and economic , credible, made of interventions that are able to affect the life of the city.

The Turin Smart City project is in continuity with the approval of TAPE – Turin Action Plan for Energy , a program to reduce CO2 emissions by 40% by 2020. The plan is one of the actions required by the participation of the city to the Covenant  of Mayors, an initiative of the European Commission , signed by the City on  10 th of  February  2009 , which anticipated the intention of the EU to stimulate a change of mentality in government municipalities in line with the guidelines of the Kyoto Protocol.

The TAPE shows the steps to take  in order to achieve the goal of reduction that is now at the center of Turin Smart City project.


By candidating  to become a Smart City , as well as wanting to establish appropriate stimulus measures and support within the framework of the Europe 2020 Strategy and the next financial period 2014-2020 , the City has sought to develop processes and the ways to respond creatively to major territorial problems in the following areas : energy, environment, mobility , accessibility, social inclusion and cohesion , lifestyles.

To this end, the City has participated in national and European calls , which serve to initiate research projects , technological development and innovation related to the themes of the ” smart city” .

At European level, the City has joined as a partner in several candidate projects under EU programs in the CIP ( Competitiveness and Innovation Program) , Seventh Framework Programme , INTERREG and URBACT II , strategic issues related to the Smart City such as mobility , energy, the environment, cleantech , procurement of innovation , social innovation .

The result was at  level : 12 projects in short list  and 6 projects founded under the  “Smart Cities and Communities “

To these, are added  11 further projects under the ” Social Innovation ” , proposed by young people. The presentation of their ideas to the Ministry of Education was supported  by the Turin Social Innovation, Program of the City of Turin  made to support the emergence of youth enterprises , capable of responding to emerging social needs and transform innovative ideas into services , products, solutions , creating economic and social value for the territory and the community.

The City of Turin has also joined the initiative launched by ANCI to create an Observatory on Smart Cities with the overall objective to promote the evolution of Italian Municipalities towards a model of more sustainable  and intelligent city, enabling closer collaboration with the Municipalities of Genoa and Milan , in order to enable a shared process of transformation to the Smart City in the North -West .

To better address the challenge of Smart City and to seize the opportunities offered by the European Union , the City has also redefined the administrative structure with the establishment of the Foundation Torino Smart City for Sustainable Development , a flexible organizational model in which  are directly involved some of the leading actors of our cultural, Technical and Economic fabric.

To better manage the path towards the “smart city”, the City of Turin and  the Foundation Torino Smart City launched in February 2013 a strategic planning process that lasted for  more than six months that led, thanks to the technical Torino Wireless, to the elaboration of the Master Plan called SMILE (the acronym for Smart Mobility, Inclusion, Life & Health, Energy).

The Masterplan – in tune with the new Horizon 2020 program will award more territories that have an integrated strategy for sustainable development –  has continued ( by enriching it, deepening and expanding) the work of the design of Turin Smart City.

Foundation Torino Smart City

Starting from October 2011, the City of Turin has created the Foundation Torino Smart City for Sustainable Development , an organization responsible for the coordination and management of the initiatives of Turin Smart City .

The Foundation Torino Smart City supports the City of Turin in the construction of a proposed city livable, low-emission , with new technologies and a new  and concrete public governance.

As expressed in its Statute , the specific objectives of the Foundation are :

  • create, promote and disseminate research and projects designed to educate citizens , institutions and actors of the economic- productive fabric to a culture that respects the environment and energy;
  • identify actions and initiatives to help improve the quality of life , economic development and environmental protection ;
  • seek and promote the rationalization of the management of local energy resources and environmental issues, through an innovative approach

Main activities of the Foundation are:

  • facilitate partnerships and collaborations between the public and private sectors in order to achieve the objectives of the project “Torino Smart City ” , including through joint participation in national and community calls ;
  • organize and promote events and initiatives designed to communicate the idea of ​​” smart city” ;
  • through the Energy Gate, to provide services relating to energy and environmental regulations and the rationalization of energy resources.

Annex to the Energy and Environmental Building Regulations
The Attachment Energy -Environmental has as its main objective the promotion of energy saving and stimulation of energy efficiency measures that exceed the legal requirements for the construction of buildings with high energy efficiency .

The bicycle plan for the city is the tool identified to define an organic set of projects and actions aimed at increasing the use of bicycles through both technical solutions with both promotional and cultural activities .

Plan Antismog
The anti smog plan of the city consists of 10 structural measures ( other than the imposition of ZTL – Limited Traffic Zone ) oriented to combat air pollution in the city.

Action Plan Tourism Torino e Province

The Action Plan sets out the strategic priorities 2013 to organize promotion activities , hospitality and tourist information of the city of Turin and the Province of Turin.

E-Gov Plan
Plan on the development of e-government aimed at identifying the path , priorities , synergies needed to accomplish, in some years , a modern and efficient digital administration .

Plans for Civil Protection
Operational tool that allows you to organize and rationalize the presence of declared emergency intervention procedures of municipal buildings , businesses providing services and forces of volunteering , to provide  an effective civil protection  adequate response.

Plan for the Urban Regeneration
Starting from the mid -nineties , the City of Turin began to intervene on the subject of urban renewal and urban regeneration , with a long list of policies , tools and processes that provide for the physical regeneration of deprived neighborhoods with integrated local development actions foreseeing  the involvement and participation of various public , private and third sector .

Noise Abatement Plan
The objective of the Noise Abatement Plan is to reduce the noise in order to ensure a higher level of protection of the environment and the  exposed population. The Plan identifies the portions of the territory in which values ​​are exceeded the reference limit and indicates the actions and measures to be implemented.

Plan Smart School
” Smart School ” is configured as an integrated program of action designed to strengthen the role of educational policies towards more general objectives of reducing the environmental impact of cities and improving the quality of life of its citizens.

Territorial Plan of the schedule and the times
The Plan is intended to provide time guidelines to harmonize timetables and accessibility of services and the public exercises with the times of life and work of citizens, simplifying relations between citizens and public administration and improve the system of urban mobility , starting from the home / work and home / school.

Sustainable Urban Mobility Plan ( PUMS )
The PUMS is the reference document for the strategic lines of the city of Turin regarding mobility. It contains guidelines and objectives of urban mobility of Turin , detailed analysis of individual aspects of mobility and its data.

Regulations for the Management of Municipal Solid Waste

Regulations governing the management of municipal waste in the territory of the City of Turin , in accordance with the principles and provisions contained in the municipal waste management program and programming documents adopted in regional and provincial sector ;  also disciplines an appropriate management of other waste compared with urban waste.

Turin Action Plan for Energy (TAPE )
Action Plan of the City for the reduction of CO2 emissions by over 40 % in 2020 : 51 actions to promote energy savings , increase energy efficiency and the use of renewable energy sources, which will mean even less spending , estimated 2020 in a saving of € 787 million per year in energy costs alone .

Variant 200
The masterplan of Variation 200 ,( which involves the northeast quadrant of the city , in the space now occupied by the former Vanchiglia railway scale , the settlements of disused industrial plug 4 and the former railway trench Corso Sempione ), represents in the next twenty years, the most important horizon for the conversion of the urban fabric of Turin.


Open data portal of the City of Turin, which allows all users, whether citizens , corporations or public and private organizations , to use the data published in compliance with the law .

Listening center aimed at young people aged 14 to 21 years to provide a place for reflection and discussion that will help to address the crisis and the difficulties normally encountered in the process of growth , benefiting from listening to an adult outside the family that supports in reflection and clarification on himself .

Turin’s Public Libraries
The urban library system of the City of Turin includes a Central Public Library ,  fifteen Public – civic  Libraries , two prison Libraries , eight external lending  locations and a Network Centre which deals with the acquisition and processing of physical documents for the locations of the area

 Urban dashboard
Tool developed by CSI Piemonte that allows the reconstruction of an updated  and punctual picture of the urban fabric, which is crucial to analyze and interpret data in support of government actions and planning of the City. The dashboard allows you to know the consumption and saving energy, drawing the ” energy ” map of the city , collect data related to urban mobility , measure the levels of pollutants in the atmosphere, see the energy certification of buildings, to monitor the level of urban security real or perceived , to know the opinions of citizens through an interactive survey and consult in visual mode the concepts discussed in the network on a longer time scale .

Geoportal of the City of Turin
The Geoportal is the point of access of geographic information of the Town ,based on territorial data infrastructure, it also provides access to advanced cartographic tools with functionality and interactive way to see the main map layers Certified Information System (GIS ) .

Youth Information
Public service information and initial guidance for young people.

Turin’s map
It’s a Web 2.0 municipality service that allows users to create maps of the city and share them with others. The content is geo-referenced through Google maps and the maps are organized into thematic channels.

Museum of Turin
Project on the preservation of urban and active citizenship , Turin Museum is a museum site, designed and structured as a museum and developed using the latest generation of technologies and platforms .

Digital Library of the Museum of Turin
Collection of over 450 texts dedicated to the city of Turin ,  selected by public libraries of the city and digitized for viewing online or downloading.

Doqui Platform
Document management platform in support of the administrative procedures of entities born from the collaboration between the Region of Piedmont , Turin Municipality and the Province of Turin.

Portal Torinofacile (easyturin portal)
It is the portal of the online services of the City of Turin.

Specifically, you can make requests and reservation services relating to the practices of the services of  biological  Living Wills, civil registry, public libraries, taxes, Fines and permits, Private Buildings , professionals and businesses and community.

Turin + Piemonte Card
Nominative card , designed to further develop the local hospitality , entitles you to free admission to over 180 museums , monuments, exhibitions , fortresses, castles and Royal Residences of Turin and Piedmont and many other benefits of tourism services in the city.

Local Projects

C.A.S.A. ( To Each His Leisure )
C.A.S.A. is an initiative of the City of Turin, carried out in partnership with the Compania di San Paolo (St. Paul’s Company), dedicated to residential autonomy of young people. It is an innovative project that integrates the political empowerment of young people and housing policies implemented by the City .

Community School Garden
A Two-year project, which is part of a wider plan  of Smart School , which provides for the redevelopment of the school grounds , planting gardens and school gardens .

Facilitate the youth
A Program designed to support the initiation of young entrepreneurial projects in the field of social innovation . This project will be active from January 2014 and will provide support to transform innovative ideas in different fields – from education to employment, from mobility to quality of life,  from health to social inclusion – in services , products, solutions capable of creating at the same time economic and social value for the territory and the community.

Initiative with the intent of residential reception and  delivery of  services for the integration and protection of the immigrants with refugee status.

The Colors Of Turin
A Project , developed by Turismo Torino e Provincia in partnership with private companies, to provide tourists with information on the main monuments of the city by simply passing their phones on “tags ” placed close to the monuments themselves.

I did this menu
A Path on Food in Turin for schools to involve children , teachers, families and commissions canteen . It is a proposal to bring to the table foods chosen directly by the students . Dishes prepared according to their tastes and preferences – while respecting the nutritional value and proper nutrition – to make it more pleasant eating a meal in the dining hall and bringing together health and the environment.

Health in Common
This project  aims to provide a place of meeting, discussion and reflection on issues of health, involving associations and organizations active in the area .

The school tasks
A Project , in collaboration with the University of Turin and the Turin’s Polytechnic, that  through innovative and interactive teaching has focused on support to the school children of the third year of lower secondary school and the first year of High School .

Try It Again, Sam
Born in Turin in 1989 , the project aims to prevent school dropouts in secondary schools and to accompany the young boys and girls  to the achievement of middle school , providing an educational environment conducive to learning . Is characterized by a strong interaction between the promoters and intends to be active in the area with alternative models of teaching and  experimental educational relationship.

Turin City of Water
A Project for the restoration of riverbanks in one river park of 70 km, with an area of ​​17 million square meters . The intervention puts in connection the four rivers of Turin (Po , Dora Riparia , Stura , Sangone ) to create a continuous system of parks connected by river networks of footpaths , trails, nature , teaching , and the protection and enhancement , for each stream, its architectural and environmental features .

Turin a  City to farm- TOCC

ll TOCC will promote the development of agriculture in urban areas : sustainable farming and addressed  to the concept of ” short-chain ” social agriculture , individual horticulture  or collective farm , urban forestry.

Turin from a city to a community
Aimed at health promotion and addiction prevention among young people, the project connects network and enhances the action taken by the subjects in the different territories in various capacities dealing with health promotion for young people.

Turin Public Space

Project which involves the construction of care activities in the territory and urban public space through the direct involvement of citizens and various social actors in the area.

National and European projects
4Cities4Dev – Access to good , clean and fair food: the food communities ‘ experience is a project co- funded by the European Union EuropeAid program that is a collaboration between four European cities : Turin, as leader , Tours , Bilbao, Riga – and Slow Food.

The project combines the role of cities as active protagonists of local policies and decentralized cooperation , with the Slow Food approach , based on the involvement of food communities , citizens and consumers.


The Project was presented as part of the Call Smart City – ICT IIV Framework Programme of the European Commission , which provides on the one hand the definition and testing of an enabling platform for the delivery / monitoring of services for the smart city . The platform will then be tested with reference to the management of ICT services in water and waste.

B -Team – European Brownfield Policy Improvement Task Force is a project funded under the Interregional Cooperation Programme INTERREG IVC , financed by the European Union Regional Development , which helps regions of Europe work together to share experiences and good practices in the field of innovation , the knowledge economy, environment and risk prevention. The main objective of the project is the improvement of regional policies for the recovery and regeneration of abandoned or contaminated soil ( brownfield ) through the exchange of good practices.

Central Markets – Revitalising and promoting traditional markets in Central Europe , is part of the EU program “Central Europe” , which encourages cooperation among the countries of Central Europe to improve innovation , accessibility and the environment and enhance the competitiveness and attractiveness of their cities and regions. Central Markets The project aims to improve the traditional markets by optimizing their management system.


CIE – Clean Tech Incubation Europe , funded under the Interregional Cooperation Programme INTERREG IVC , it is for the exchange of best practices on the issue of cluster energy . The partnership project involving representatives from 6 countries (the Netherlands, Finland, Hungary , UK, France and Italy).

City Regions – Increasing the competitiveness of city regions through integrated urban- rural development falls within the program of European territorial cooperation ” Central Europe ” and is aimed at the development and improvement of services and policies on a metropolitan scale . Objectives of the project are the improvement and sustainable institutionalization of functional cooperation between municipalities and central metropolitan areas of urban regions put together in a transnational network .

Project to implement plans for sustainable urban mobility by improving the sustainability and efficiency of the delivery of goods in urban areas. The project is part of the ALPINE SPACE territorial cooperation program financed by European funds .

The project partnership includes vehicle manufacturers, logistics operators , ITS specialists , research centers and public bodies to develop and test innovative technical solutions.

CLUE – Climate Neutral Urban Districts in Europe , funded under the Interregional Cooperation Programme INTERREG IVC , it is for the exchange of best practices on the subject of planning ” smart urban neighborhoods .”


CROSS – Citizen Reinforcing the Open Smart Synergies , funded under the CIP -ICT PSP aims the implementation of policies of social innovation , with particular attention to the issue of social exchanges not monetized .


DELPHI – Development Of Language Learning For Immigrants , funded by the European Commission under the Lifelong Learning Programme , aims to strengthen the European dimension of adult learning , particularly to improve methods and tools for language learning for adult migrants . Its purpose is to promote the learning of a second language to immigrants living in European Union countries involved in the project : France, Italy , Norway, Sweden and the UK .

A Project, funded under the National Technological Cluster “Technologies for Smart Communities”, which aims to improve the energy efficiency of buildings , and more generally of the urban districts, through the pervasive use of technology to monitor and control in real time environmental parameters and consumption / production of energy. In particular , the project aims to define a methodology for interventions based on ICT systems for energy saving in public buildings and private sectors , including historical buildings, and to propose an innovative system of data communication based on augmented reality.

Project, approved by an act of the Regional Council in a Memorandum of Understanding between the Piedmont Region and the City of Turin , which aims to create a center of excellence in the field of energy innovation and environmental reasons. It is funded by ERDF 2007-2013 Funds for the rehabilitation of brownfield sites .

As part of the measures aimed to energy efficiency of municipal assets , it is the realization of an integrated system of monitoring , regulation and control of energy consumption of the overall municipal housing stock . The project includes a loan of funds FAS .

Project , funded under the third note of the program of the ELISA PORE (Project Opportunities for Regions in Europe), which provides for the creation of multimodal mobile information system independent, open , integrated and interoperable information can provide static and dynamic before and during the movement , with the offering of the overall transport and conditions traffic in real-time , geo- refenziate and customized based on the real needs of the end user .

INNOCAT – Procuring of ecoinnovation in the catering sector , funded under the CIP program , aims to develop eco-innovative offerings in the field of catering services . The characteristic feature of the call is the cooperation between the public and private purchasers in the definition of the purchasing procedures that could trigger eco-innovative solutions . Innocat is closely consistent with the Smart School Project in Turin Smart City and in continuity with the actions already undertaken by the City ‘s procurement of innovation in Smart City .

A Project , funded under the National Technological Cluster ” Technologies for Smart Communities “, which suggests a rethinking of the traditional learning environment and the role of teachers , developing educational approaches , based on the systematic use of new information technologies , networking and social networks, which leave from the school but involve the whole community ( educating city ) to create ecosystems of teaching and learning in continuous time and space ( life-long learning ).

LEXOP – Lex Operators. “All together for women victims of intimate partner violence”, funded under the Daphne III Programme, aims to prevent and combat all forms of violence, physical, sexual and psychological violence, against children , young people and women .

MedEmporion – Mediterranean Food Markets , funded by the European Union through the European Territorial Co-operation transnational program MED , aims to study the importance of food markets in the Mediterranean as a tool for urban development and economic development and undertake research on ‘ importance of local products and the role of the market as a tool for social cohesion.

MIE – Intelligent Eco-friendly Mobility , funded under the National Technological Cluster ” Technologies for Smart Communities ,” seeks to define the methodologies hardware / software , indicators, and policies for mobility management aimed at minimizing the environmental impact in terms of pollution , improving the service provided to its users in terms of journey times and ultimately optimize fuel consumption needed to make the move. In particular, the project aims to develop a system of mobility management through a system of monitoring and control that leverages innovative technologies like wireless sensors with low energy consumption , apps on smartphones , intelligent traffic lights , gates computerized access control to manage in an optimized way traffic in people and goods traffic situations in ordinary or extraordinary situations , but also a decisionial  support system to to aid  policies for smart mobility ( models with historical data or in quick time data).

MIRANDO EL MUNDO – Creation of observers of youth in Latin American cities , is the first European project of decentralized cooperation in the direct management of the City of Turin , co- funded by the EuropeAid program . The main objective is the establishment of a network of observatories in the world youth to support the policies of the city.

MyGeneration @ WORK

Funded in the framework of the URBACT program , the project involves 12 European cities in order to seek new forms of connection and approach with young people to discover and develop the local labor market . MyGeneration @ Work – Turin focuses on putting in place a cooperation platform to support the development of young people’s social innovation project .

A Project focused on the use of ITS for the optimization of urban transport networks and travel times in order to support EU cities in tackling the problems of environmental pollution by providing innovative systems for urban traffic management and public private of people and goods. Financed with funds from the IIV Framework Programme of the European Commission.

PROBIS – Supporting Public Procurement of Innovative Solutions ” , funded under the CIP program , aims to achieve a contract for Innovation in the Energy Management System ( ENMs ) for energy management of real estate municipal . The system object of the project aims to enable the monitoring, control , management of energy consumption (electricity and heating) and interoperability with other devices in the automation systems for municipal buildings , in order to improve the comfort and liveability of the interior and will be tested on a municipal building .


PROLITE – Procuring Lighting Innovation and Technology , funded under the CIP program , is aimed at the realization of procurement of innovation in the field of public lighting . For the city of Turin will be procured innovative solutions for lighting in educational buildings .


PUMAS – sustainable regional- Urban Mobility Planning in the Alpine Space, European funded under the INTERREG IVC Programme is aimed at the implementation of sustainable urban mobility plans based on participation, integration , evaluation , internalization costs , making the new paradigm in mobility planning .

Project funded under the ICT Policy Support Programme which aims to experiment with tools for e-Democracy as part of the Italian and European  immigration laws. The project’s objective is making  the  citizens and associations discuss on these issues and more generally on the laws concerning immigration and to make sure that  their  opinions get to those who deal with these issues legislatively and institutionally  in a city and internanational level.

A Plan for upgrading the energy efficiency of  six school buildings and of the Conservatory of Turin. The activity, under construction , is intended to promote the efficient use of energy resources through rationalization and reduction of energy consumption . It provides for a reduction in energy demand by about 70 % .


SCI- NETWORK – Sustainable Innovation through procurement and construction , funded under the CIP program was aimed at creating a wide network of European public authorities concerned to confront the issue of supporting innovation through public tenders  in the sector of sustainable construction.


SIMO.NE – Innovative System of mobility management in metropolitan areas financed by national and regional authorities, is aimed at developing a system of supervision of the traffic at the city level . The City of Turin has participated as a leader of other local authorities at the national level ( Municipality of Bologna, Genoa City , Province of Cagliari, Province of Florence). The project aims to consolidate and extend the existing telematics platform town and at the same time developing additional innovative features and applications in the field of ITS systems ( advanced systems for navigation and traffic ) .


SIforAGE – Social Innovation on active and healthy aging for sustainable economic growth , funded under the  IIV Framework Programme of the European Commission , which has the overall objective to strengthen cooperation mechanisms and instruments of labor among the actors who deal with aging active and Healthy Ageing (scientists, end-users , civil society and government) , to improve performance , competitiveness and growth of the European Union through research and innovative products for a better quality life.

A Project , funded under the CIP program , covering fiscal energy public buildings through Energy Contracting Performances .

TRIBUTE – Take the energy bill back to the promised performance building , funded under the Seventh Framework Programme of the European Union , aims to minimize the gap between predicted and actual energy performance by improving the predictive ability of current systems for monitoring and control energy performance of buildings , developing an ” intelligent system for monitoring and controlling energy use in buildings ,” which will be tested on a building owned by the city .

Urban Markets – Sustainable Urban Markets aims to understand and analyze the role of urban markets as an engine for local economic development, urban regeneration and sustainable lifestyles. For the city of Turin the  project is part of a wider plan for the renewal of a national plan markets , aimed at improving the distribution of goods and the formation of mercatali , to extend the opening hours of the market and to introduce the catering  in some markets. It is  Funded under the URBACT program.

TO.SCA – Turin Exchanges , funded under the EU program ” Leonardo da Vinci” , aims to promote the transnational mobility of people placed in retraining and re-employment through the activation of 91 internships in companies in Germany, the Czech Republic, Ireland, Spain and France. The target sectors are environment, tourism, security , construction, transport and education and social services .
